Laws do not work when the social zeitgeist of an entire society goes the other way. I was filling out a job application once and it asked about criminal records and it said not to include any record if you got a pardon or it was expunged, the standard instructions but one of the instructions was NOT TO INCLUDE ANY MARIJUANA POSSESSION OFFENSES. The employer did not even want to know about that.
