First, the bulk of the general public wants full recreational cannabis for adults. It's those that profit from keeping it illegal, or keeping certain use cases illegal, that are against recreational legalization. Police unions, big pharma, law enforcement, prisons, drug testing companies, big tobacco, and politicians that receive bribes.. sorry, "campaign contributions"… from the former. Those are the parties keeping Tennessee on the wrong side of history, not through any basis in science, but through greed.
That history, for those that don't know, is one of racism and corruption beginning with Harry Anslinger, and culminating in Nixon's 'war on drugs'. Nixon and his aids are on record saying that the reason for prohibition was to discredit and incarcerate anti-war activists and hippies. Nixon pushed the failed war on drugs into action despite the fact that Nixon's own commission on cannabis found that it was NOT an addictive substance on the same level as alcohol, tobacco, or even prescription opioids. We all know how that turned out.
Alcohol, tobacco, and opioids kill people EVERY. SINGLE. DAY. Cannabis leaf has never been proven as a cause of any death, and cannabis vape related deaths are demonstrably a result of the prohibition. All related deaths and illness are linked to black market, untested, unverified THC vape cartridges (not even dispensary-sourced THC carts; ONLY black market carts from unknown sources.) When you come right down to it, alcohol is the true gateway drug. Cannabis can actually help wean people off of opioids.
Statistics accumulated over the last ~100 years indicate that the number of addicts vs non-addicts remains fairly steady at ~10% per capita of the population. Many drugs users are casual users, partaking for enjoyment, stress relief, anxiety relief, and pain management. Some studies indicate that true medical usage of cannabis can alleviate or even cure a number of conditions, but the prohibition prevents much research by a dearth of federal funding.
What Tennessee needs is this: Full RE-legalization of cannabis for any use by adults over 18 years old. No cannabis related excise tax, penalty, fee, or other punitive expense associated with cannabis use. Adult use regulations should be limited only to testing for purity and safety. All testing to be performed by independent labs; no government run labs.
No limits on possession, purchase, or growing for any person over 18. Prescribed medical usage would ideally carry a discount in pricing from any dispensary.
For those under 18: Access to edibles, concentrates, and topicals with a prescription by a medical doctor, specialist, psychiatrist ONLY from a certified medical dispensary.
Implementing cannabis RE-legalization according to the above would be a huge boost to Tennessee's economy. This is especially true if we can avoid overly complicated requirements, regulations, and burdensome tax schemes. Analysis shows that in states with the highest regulatory and tax burdens, the black market remains strong to meet demand. Canada's cannabis restrictions are so onerous that they actually LOST millions of dollars last year providing medical cannabis.
Let's not forget, alcohol prohibition required a constitutional amendment to be enacted, and that was later repealed. If alcohol didn't meet constitutional requirements for prohibition, then logically, no other drug should meet requirements for prohibition. People need to understand that the most dangerous thing about cannabis is, literally, being caught with it. Time to free the plant.
